 I'm not trying to discredit strength, I'm saying that most of what happened shouldn't be taken seriously until, of course, Gotenks goes SSj3 and breaks out of the ROSAT.

The Gotenks Boo ROSAT fight was obviously intended to be reminicent of the classic comedic Dragon Ball battles. Boo at one point during that fight was randomly sipping on an ice-cream float or something and reading a book. And that wasn't filler.

Also, "stronger" can mean several things in Dragon Ball. It can mean more skilled than or simply, at face value, stronger.
In dragon ball fights were almost always won by the stronger opponent... Gags never really let themselves change the outcome of a fight.
